Why this project is needed
Bulgaria’s public consultation portal strategy.bg provides visibility into upcoming regulatory and strategic changes and gives stakeholders access to the consultation process.
The challenge is helping citizens, businesses, public administrations, the media and civil society discover the consultations that affect them and understand their real significance in time to respond.

How the system works
AI2 Institute has developed an automated system that extracts content from strategy.bg and converts it into machine-readable files.
The system can also process scanned, skewed or low-quality images and PDF files. We then apply technology for machine-assisted quality assessment, detection of distortions in the argumentation and initial identification of affected stakeholder groups.
Value for society and the media
The objective is to turn a large volume of fragmented information into timely, understandable and verifiable signals. This helps journalists monitor change, organizations prepare informed positions and citizens participate more effectively.
